RestrictionManager handles restrictions for services Payment systems, delivery services, classes, companies. .

Restrictions can be both standard and user-defined (i. e. developers can add their own custom restrictions). Each service has шец own restriction manager, but Bitrix\Sale\Services\Base\RestrictionManager is the general class for these managers.
