Non-static method verifies if a user can skip OTP. Mandatory required OTP can be skipped, when:

-OTP is already activated;

-User never got authorized previously;

-Access permissions doesn't allow user to User is not assigned mandatory use by access permissions;

-Until effective date of mandatory OTP for a user.
