You can find a detailed description on how to create blocks with navigation chain in corresponding REST documentation. It advises that you cannot directly modify composition of the sequence (chain) of references in Bitrix24 Cloud. However, such option is available in the Bitrix24 On-premise editions.

By default, layout of such chain is located in /bitrix/templates/landing24/chain_template.php. However, it is not recommended to modify this file, otherwise this update may be lost during system updates.

Nevertheless, you can create your own custom template with the same file and then introduce the necessary modifications.
