The method adds recipients to the Activity Stream message.

Parameter	Description
USER_ID	ID of the user who adds new users (optional, by default - the current user, other value is accessible only to the administrator in Bitrix24 On-Premise edition).
POST_ID	ID of the Activity Stream message.
DEST	Access permissions to view the message. The following values can be used: `SG<X>` - workgroup with ID=X; `U<X>` - user with ID=X; `DR<X>` - department with ID=X, including sub-departments; `UA` - all authorized users.
