The method GetLangByID returns an array of language dependent parameters of a specified smile.

Parameter	Description
ID	The ID of the smile whose properties are to be retrieved.
LANG	The ID of the site which defines the language specific parameters to be retrieved.

Returns an associated array with the smile parameters, or false otherwise.
