Non-static method sets a new user information. Most frequently used for initialization in database. The following is supported:

- ACTIVE: bool, active staus (see setActive - \Bitrix\Security\Mfa\Otp::setActive);

- USER_ID: integer, user ID (seesetUserId);

- ATTEMPTS: integer, attempt counter (see setAttempts);

- SECRET: binary, user token (see setSecret - \Bitrix\Security\Mfa\Otp::setSecret);

- PARAMS: string, user parameters (see setParams и getSyncParameters);

- INITIAL_DATE: Type\Date, OTP initialization date (см. setInitialDate).
