The method GetByIDEx returns language dependent parameters of the specified smile.

Parameter	Description
ID	The ID of the smile whose properties are to be retrieved.
LANG	The ID of the site which defines the language specific parameters to be retrieved.

Returns an associated array with the smile parameters, or false otherwise.
