This non-static method reads the memcache. Returns true when cache exists, not damaged or read.

Parameter	Description	Version
$arAllVars	Caching result.
$baseDir	Main directory for cache (usually `/bitrix/cache`).
$initDir	Directory inside the main one
$filename	File name.
$TTL	Storage time in seconds.
