Non-static method reads APC cache. Returns true when cache exists, not damaged or read.

Parameter	Description	Version
$arAllVars	Caching result.
$baseDir	Main directory for cache (usually `/bitrix/cache`).
$initDir	Directory inside the main one
$filename	File name.
$TTL	Storage period in seconds.
