BlogUser class for handling blog users.

Class	Description	Available from version
GetUserName	Generates correct blog user name based on name, alias and login.
__construct	Class BlogUser constructor.
cleanCache	Deletes all data from blog user cache.
getCommentAuthorsIdsByPostId	Returns authors/user IDs for this blog post comments.
getPostAuthorsIdsByBlogId	Returns user IDs who posted messages in this blog. Comment authors are not considered.
getPostAuthorsIdsByDbFilter	Allows to more comfortably work with более удобно работать с пользователями при выборке сообщений.
getUsers	Gets full data on users by their IDs.
setBlogId	Sets blog ID used for separating cache for various blogs.
isUserGivenConsent	Checks user consent for processing personal data in a specific blog post.
